About Me

I’m Juan and I’ve been a scout since 1992. Aside from my family, Scouting has been an integral part of my development as a child and young person. It gave me a safe space filled with friends and joy where I was encouraged to become better and better every day.
After finishing my time as a Rover Scout, I immediately became a volunteer in my local group, supporting young people to have their own experience of scouting and trying to make it as good as mine or even better. Thirteen years later, I was asked to join the national board as International Commissioner, and I thought it was the time to take on a different role within the movement (although I have never lost contact with my local group).

As IC, I did my best to meet as many people as I could and learn from them and from every NSO in WOSM, attending events in all the 6 regions and understanding the singularities and specificities of scout organizations are around the world, learning from our diversity and understanding the different needs we have.

All this experience, along with the encouragement and support from friends from very different parts of the world, made me willing to serve as World Scout Committee member in the last term. In this new responsibility, I have done my best to put all my skills and experience to make our movement even better.

As IC, I did my best to meet as many people as I could and learn from them and from every NSO in WOSM, attending events in all the 6 regions and understanding the singularities and specificities of scout organizations are around the world, learning from our diversity and understanding the different needs we have.

Since the last Conference, I have been involved in very different areas, such as the Languages Task Force, the new Fee system, the Communication Working Group and being the liaison with the Consultative Status Organizations. However, what I’m most proud about is how I have fulfilled my role as committee member. In these four years I have been as proactive, hardworking and empathetic as I can be, and always putting our Scouts children, youth and our values at the center.
These times we are living in today will be a key moment for our Movement. This is not only due to the global situation and its impact on us but also because it’s time for WOSM to take the final steps and cross the finish line of Vision 2023 and set a new Vision.

I know that my experience and my skills will be very helpful for the next World Scout Committee, and this is why I’m standing as candidate for reelection. Almost 30 years ago, I made a promise to do my best, and I learnt that when you can make a positive impact through deeds and actions, you just roll up your sleeves and humbly offer your service.

World level

  • Member of the World Scout Committee (2017-2021)
  • Member of WOSM Voting rights and Fees Task Force (2015-2018), continuing as part of WSC Contact Group for the New Fee Model (2018-2021)
  • Chairperson of WOSM Languages Task Force (2017-2020)
  • World Scout Committee Liaison with the Consultative Status Organizations, including participation in some of their World Assemblies, World Committee meetings, and the Interreligious Forum (2017-2021)
  • Member of WOSM Communications Unit (2017-2021)
    Attending and participating in national and international Scout events and Conferences in all 6 regions of WOSM

Regional level

  • Coordinator of the External Relations and Funding Core Group in the European Scout Region (2014-2016)
  • Member of the organizing team of different events such as the Network of Representatives meeting, Young Spokesperson training or Strengthening the Scout Image Training
  • Participant in many European Scout Conferences, Symposiums and other regional events

National level

  • President and Vicepresident of the National Scout Organization, and NSA Treasurer and International Commissioner (2012 – 2017)
  • Member of the Growth National Team (2008-2010)
  • Scout Leaders Trainer (2010-2021)
  • Scout leader in the local Scout group (2000–2013) and external support ever since

Skills and expertise

Finance

  • Educational and professional background in Financial Management
  • Scout experience as National Scout Treasurer, with outstanding results
  • Working in the development of a new proposal for WOSM Registration Fee System since 2015

Communication

  • Deep professional experience in designing and developing communication strategies in different markets
  • Participation and coordination of communication related events at national and regional levels

Youth Programme

  • Long experience in grassroot Scouting in the local group, with more than 12 years in the local group, with weekly activities and around 40 days of Scout camps every year

Financial stability

We have not seen yet the end of this crisis but we already know that it will have, and indeed it is already having, a big impact in the world and in consequence in our MOs and in WOSM. We need a financial strategy to ensure stability, continuity and support to our NSOs while maintaining top quality services and activities.
It is the time to think of our next plan where alignment between Vision, Communication, Governance and Youth Program will be essential for us to succeed. We need a 360º strategic approach to ensure all our efforts work together to achieve our goals.

Scouting Experience

Our core business has to be the scouting experience we offer to young people. New trends and new normality offer a lot of opportunities for us to be better, and we have to seize them. We need to bring new tools and stimulus to our program and learn from each other about the different approaches to implement the scout method that we have developed around the world. We are awesome but we should always aspire to be even better.
